Dear Emma, Can you please help with this question : if someone is a citizen of an EU country and has a green card and paying tax in US, does declaring tax in France automatically establishes that he is a resident in France, if he wants now to become a resident in France ?

Hi Janet - no, tax residency and residency for immigration purposes are different. If you are a citizen of an EU country then you don't need a visa/residency permit to live in France, but simply declaring tax here doesn't automatically make you a resident
